Know the difference

Public, bank and restricted holidays

Not every holiday is mandatory. Here is how each type works for Mumbai employers.

Public

Declared by the Maharashtra State Government under the Negotiable Instruments Act 1881 and state notifications. Mandatory for government offices and most private workplaces. Includes national holidays and state-gazetted festivals.

Bank

Notified by the Reserve Bank of India (RBI) under the Negotiable Instruments Act for banks in Maharashtra. Mandatory for all banks. Government offices may stay open, but most cheque clearance is paused.

Restricted

Listed by the government as optional. Employees can pick a limited number from this list (typically 2 per year) based on company policy. Useful for religious and cultural diversity in the workplace.

For HR & payroll

Why the Maharashtra holiday list matters

Holidays drive leave balances, payroll cut-offs, attendance settlements and statutory filing windows. Get them wrong and you pay interest or lose audit hours.

1. Leave planning & absence policy

Build your annual leave calendar from the public holiday list. Communicate to employees by 31 December of the previous year so leave bookings don't clash with festival peaks.

2. Payroll calendar & cut-offs

If salary credit date falls on a public or bank holiday, NEFT/RTGS will not settle that day. Adjust cut-offs in advance, especially around Diwali (early November) and Gudi Padwa.

3. Attendance & weekly-off treatment

Holiday + Sunday combinations create long weekends. Set up your HRMS to mark holidays as paid leave so they don't reduce eligibility for weekly off or attendance bonuses.

4. Statutory filing windows

PF ECR (15th), ESIC return (15th), PT half-yearly returns and TDS quarterly filings shift to the next working day when due-dates fall on a holiday. Plan compliance work backwards.

Mumbai-specific note

Beyond the state list above, Mumbai-headquartered employers often grant additional optional holidays for Ganesh Visarjan (Anant Chaturdashi) and the second day of Diwali, depending on industry and union agreements. Manufacturing units under the Factories Act and BFSI offices in Mumbai may also follow different shift-off calendars. Confirm with your works committee or factory inspector before publishing the annual list.
